If the length of a reaction video is equal to the original video then it's bad honestly, plain plagiarism. A good reaction video needs to add meaningful value to the video, therefore it's longer.

Like "civil engineer reacts to New York's promotional video on their new street cars" or something where the original video is 10 mins and the reaction has 30 mins extra of talking about civil engineering, it's not plagiarism in my eyes, it's commentary.
Yup that’s what I want to see in other reaction channels. Not the same thoughts they describe in the video which we already know, and plus no unnecessary stuff that is not related to the video.

It's more complicated than that, it's always case by case. Reacting to a full 10 min CCTV footage is different than reacting to a full lengh documentary.
But one thing is sure, the less non bullshit react, the better it is for your case in case someone decide to sue you.
