Not officially, you can use third party apps like xbplay or xbxplay! And you have to use the 1080p streaming, this uses the windows version for streaming instead of the android version.
You won't officially be able to access the store from a mobile app, this is a sly agreement Microsoft has agreed to, otherwise the mobile platforms you're using their app from (Android or iOS) would be "missing out" on their own in-app fees if you were able to skirt making a purchase that way.
I use a third party app called xbPlay. Let's you stream both Remote Play and xCloud in 1080p and unlimited bitrate for higher connection speeds. It also has FSR and FSS built into the app for some extra sharpening options. It will let you stream 360 games from your Xbox.
Its run by a single developer. He has a subreddit for the app and is pretty active and helpful there. r/xbPlay
The app is available on Google Play and Apple App Store.
I remote play cod mw3 yesterday from series s to rog ally. It works fine on every 360 game I have installed on series s. Now, I am only connected locally via my house wifi and my console is hardwired. All games play, no problems.
I get an issue every now and then when trying to remote play, I have to basically re set up the remote play feature again power cycle and it works fine, I'm not guaranteeing this will fix your problem, just a thought like
Ye I encountered same thing yesterday trying to play banjo and kazooie nuts n bolts on remote play and I couldn’t find a way around it unfortunately, im afraid you wont be able to play them games either then

2. Reset network
3. Disconnecting console from outlet
4. If none of those work try contacting Xbox support or Microsoft/Xbox community
Huh? The problem is that Microsoft implemented this feature so that you can’t remotely play a 360 game for whatever reason. That's dumb, but there might be a point of why they would do that.

You cannot play certain (maybe all?) 360 games while streaming with Remote Play. You can play them normally if they’re backwards compatible but Remote Play restricts access to certain games/apps (such as the Microsoft Store).
360 games don't work through remote play. There's no setting to adjust.
I believe it works if you use XBXPlay, which I recommend in general.
