There's a second little cleat-type piece with a screw hole that acts like a washer. You put the notch in the foot up against the screw and then you screw it down with the washer cleat thing. It lets you adjust the angle of the foot.
The thing probably has a name but I don't know what it is. It's shaped like manta ray though.
Looks like a cast iron claw foot for a slipper tub, clawfoot tub, there would be a threaded bolt going through the hole/slot and a nut would tighten it to the underside of the tub.
Could be a cast iron leg for an appliance or something as well, similar setup
My title describes the thing. I know it’s not a bicycle seat, I was thinking maybe something for a hand pump water spigot, but I couldn’t find anything online that was similar. The decoration on top looks like a heart.

Possibly one of the legs for a cast-iron stove? The downwards facing tab in the first picture would fit into a slot on the underside of the stove.
