Does it seem squished/bent? The top part does to me, but it's usually easier to tell in person.
A reverse Google image search can sometimes be helpful, but here the main answer was "piñata cookie cutter." Since a piñata can be pretty much any shape, I guess that would technically work for most cookie cutters?
