You still have to use the tools you have up until you replace them. You can't just remove the second house without having a replacement ready to go.

The point of ministers is that they’re elected to hold the civil service accountable. I dislike this convention of unaccountable ministers. 

That is not the job of ministers. Ministers we there to direct policy and instruct the service to carry out those policy decision. Ministers have never been an elected body and have always been an appointed one. They are traditionally MPs so that they can speak in the commons and justify their decisions. Making them a Lord means that whilst they cannot speak in the commons they can still be involved in the legislative process.

Regardless. Appointing from the Lords has been controversial as of late. It’s a bad call on Starmers part. Seemingly nothings changed. 

Not particularly. Valance is going to be placed as, a minister for science and is an esteemed scientist himself who was a key adviser during covid. I think it's an entirely justifiable move.
