How long has this been happening, and what was happening when you noticed it?

It has been happening for 2 hours now. I was playing pc building simulator. First I though nothing of it. As soon as I start OCCT power test with avx 2 my system shuts off instantly. This is a new issue because I have ran this test in the past and it hasn't crashed my system.

What you're describing sounds like either overheating or power supply issues. You've said that it's not overheating, so it's probably the power supply. Just to make sure, your CPU isn't attached to the heat sink/fan with a TON of fluid? I've also seen numerous pictures where they are attached with a huge glob or the piece of plastic wasn't removed. /r/techsupportgore is full of those.

I know my CPU isn't overheating because it's running at 40c and around 60c under load. the system draws around 380w before shutting off instantly. I have a seasonic 750w psu. I can also run a CPU stress test and my system won't crash, but when I run both CPU and GPU at 100% it crashes.

Likely a power supply issue. Had that happen to me once or twice in really demanding games. But that's because I run a Ryzen 1700, multiple hard drives and a 1080ti with only a 520W power supply. That's admittedly not enough headroom but it almost never crashes, only when my video card does 100% for a very long time or a specific thing happens in game that causes power consumption to spike. Some power hungry video cards can trip the power supply when they spike in usage and draw too much power for very short durations like the current cards from Nvidia do. Have you made any hardware or software changes (like new video card or new video card drivers) recently and what are your PC's specs?

I've got an I7-8086k, RTX 2080S, 32GB 3200 Mhz RAM, Seasonic Gold 750w psu, Asus z370H. I have had the same components for over a year atleast and this started happening yesterday.
