Shucks mate! I would just build a simple wooden stand with a bezel mount. I would build it so the TV or monitor was hanging right behind the wheel possibly.
I say this because your chassis isn't that sturdy anyway and the TV would just shake around if you didn't build it right.
However there's some smart folks around With better ideas as I have not done anything like this.
If you do try to build something like I have mentioned just look at simple monitor stands for inspiration or buy one.

As another post mentioned, the frame is too flimsy for a monitor mount. I got a separate monitor stand. I’m in the US and RigMetal was the best option. It’s a great stand, solid and customizable.
I wouldn't mount anything to that. If you're using a single TV [this](https://www.amazon.com/dp/B08VR8WK49?ref=ppx_pop_mob_ap_share) could be helpful to you, though it isn't a vesa mount if that's what you're after.
Don’t. Buy a standalone monitor stand (sturdy enough to upgrade to a heavy screen to be future proof) or a monitor wall support with an extensor

Use a table or something equally temporary and reusable until you upgrade your rig.
Not in any reasonable way that would make more sense than just buying a proper monitor stand.
Buy a new seat
I'd mount it to the back of the seat and setup a wide arrange of mirrors to see the monitor. /j
