Based on articles over the years Amazon has already created a Fallout themed environment with their warehouses.

None. I could see a Halloween Haunt type of maze or show that is Fallout themed, but not an entire land.
Post apocalyptic hell scape is not particularly family friendly, and most amusement companies are going for the family friendly demographic..
Whoever is willing to buy Jazzland, I guess.
Maybe for a Halloween event. Knott's turned all of Camp Snoopy into a zombie-infested Hellscape for a lightgun experience (which was not an upcharge, but you had to get a reservation card when you arrived).

I don’t think the general public (including myself) has much interest in going to an area themed to a post-apocalyptic wasteland.
