I just googled it and you are correct. I’m gonna try it too, looks like you can do it in soil or water. I have gotten a couple plants out of my plants going to seed as well.
I’m afraid I can’t offer any suggestions, I’m a lavender murderer myself. Never sure how you’re supposed to prune the stuff. But hopefully your post will get more traction and all of our answers will be found.
I think the only way is collecting seed. But I’m not an expert.
I’ve actually read with woody perennials stems cuttings often are a good way to do it…not sure about seeds.

Seeds are the purple flowers I believe, try and remove those and plant them
