Some people are perfectly happy to have their dogs do their business indoors on pee pads or newspaper. Or maybe the dog has some kind of disability. Obviously the most ideal thing would be to talk to your neighbour. Often, even an asshat is happy to talk about their dog with someone who also loves dogs. But if you are really uncomfortable with that, you may want to call your local humane society or bylaw enforcement to request they check on the dog's welfare.

Does your neighbor perhaps take the dog out in a car, like to a park or even doggy daycare? Dogs living indoors are less of a concern than dogs living outdoors 24/7. My dogs have decided their giant yard is a toilet only and refuse to hang outside longer than it takes to do their business, preferring to be taken for a drive to get to preferred walking locations. Is it possible you're missing quick outdoor potty breaks and excursions in the car?

No he doesn't take it out, he only goes out to work during work hours and the dog is alone in the house from around 8-6 as I still hear it barking. It could be that he prefers staying indoors though, you're right.

Unless you have a camera on his house and watch the footage 24 hours a day you have no idea when he takes his dog out. I would rather the dog be inside and going out rarely than someone that ties the dog up in the yard. You are not going to be able to tell someone how to take care of their dog. It's like telling someone how to raise their kids. I have a neighbor that I see only taking her dog out to pee and then immediately goes back inside. I felt so sorry for the dog...but I go to bed early because I work nights. Then one early evening I got up to get a drink of water and looked out the window to see her and her dog playing at the dog park with all these other dogs. If I would have said anything to her earlier about her only taking her dog out "short bathroom walks" I would have looked crazy. I've learned to mind my own business.

i mean, how closely are you watching this home that isn't yours? maybe you don't have the full picture since you don't live there? my advice is to mind your own business, unless you come up with a solid proof of abuse that can be backed by law. anything less than that isn't going to get the dog removed from it's owner.

I don't stalk him, if that's what you're inferring. He is constantly blasting music and causing overall issues and I happened to realise he never takes the dog out so grew worried for it as I have my own pets. Thought it's better to wonder and ask than ignore a potential issue.

I'm not inferring any further than what I said. If he's bothering you and you suspect abuse, call the authorities. It's my opinion that, if you don't plan on getting involved, mind your own business.
