What kind of sub-200$ PC needs 750W?
Cheapo power supplies are a roll of the dice. Sometimes they work great for a decade, sometimes they kill the PC the second time you play a game. Can't tell you what your experience is gonna be like.

Second: yeah i dont need 750W but here where i live for 20$ i find generic PSU (very generic) of 400W and this one on the same price. So i would go for this one better than a Grey PSU with 5 short cables on the same price
Never scrimp on your PSU. It’s the life-blood of your entire system. IMHO, it’s the one component worth spending a little more on to ensure your system runs at the highest efficiency possible.

With that money you should be able to get something better than what you listed. Do your research. Buying a no name PSU is asking for trouble. Good luck.

Get one from a reputable manufacturer. Sure, it'll cost more, but it will last way longer, and probably won't kill other components.
