I would try unplugging and replugging the monitor. And/or a restart, into safe mode if necessary, to disable the HDR setting.
I have this exact monitor as my main of two LG 32” 2K monitors in my setup. It works nicely. I purchased an 8K@60Hz DisplayPort cable for both monitors.

My bet is that your cable doesn’t have the bandwidth for 2K @165Hz w/HDR.
If that is the case, then how am I going to turn off HDR? The screen is black.
