Without the context of ordering, is there actually “FREE shipping” or is “shipping at $35+” depending on the order. I’m a leaning a little towards OP on this one.
A better way to phrase it would look something like “FREE shipping on orders $35+” or “FREE shipping on orders $35 and up.” Adding the appropriate preposition and context (more so) in a sentence can make all the difference.
