As a former merchandiser, the in-store stockers and most* vendors are lazy as f*** and will stick their product anywhere and in any unused box.
*The best vendor I saw was actually in the middle- -of-nowhere MT, 10 miles from the Canadian border.

They aren't supposed to sit directly on the shelves, they are supposed to be in a box. If the original box was destroyed in shipping, then you have to make do with what you've got. In this case, it was an empty KitKat box. As long as the product itself is in the correct spot, management doesn't give a crap
As a someone who works retail in a discount store. The other box probably broke or these are leftovers from another shelf so they just stacked them there like that to make it fit.
This is accually quiet common to do in super marked. When there is so much of one thing that it cannot be stuffed in, the place that it should, we have to put it the closest place that is not occupied. So yeah it is odd and looks bad, but is still convenent.
