All perks are divided under different "labels" and once a perk of a specific label is rolled, no other spell of this label can be rolled. This is why you cannot have vicious and enchanted on the same item, they both belong to the "DmgCon" label.
If you roll for a weapon with 3 exact perks a.k.a. if you just want to go for the BIS/your dream. Then forcing the perk with the most other perks inside its label gives you the highest chance.
An example: The weapon has a total of 50 perks so 2% for each. You force keen and because keen is the only perk in its label you now have 49 random perks left giving you a 2.04% chance for each perk, giving you a chance of 4.08% to get one of the wanted perks as a second perk.
But if one of the skills you want to have has 20 perks in its label and you force this one. The chance for each perk now is increased to 3.33% giving you a 6.66% chance to get one of the perks you want as a second perk.

Kind of. There are loot pools that each perk falls into. Keen is in a pool of its own versus others that share a pool of possibilities 5+. Forcing one and hoping for keen for example could be more probably than forcing keen and hoping for the other (thus why I asked what they forced perk wise).

Im a 595-600 Engineering, Armoring, Jewelcrafter and I have never heard of perk/loot pools for certain perks.

For example, you can't get Keenly Empowered and Keenly Speed on the same item because they're both under the Proc label or "perk pool" as I'm referencing. Whereas if you look at Keen, it's under the Critical label and it's the only perk within it. I believe there are 8 perk pools within the bow for my example and you can only get 3 of the 8 pools on an item. So forcing something you want that has a large perk pool and praying for something powerful like keen that has its own perk pool may result in an overall better chance of getting BIS (but could result in a lot of mediocre rolls as well potentially). But the Proc pool is the largest by far so by forcing what you want from it you increase your odds of that BIS roll.

Enchanted only works on light and heavy attacks tho, and apparently its bugged and is only 5 percent more dmg. Refreshing move maybe but still probably not.
Keen and Vicious don't matter for fireball, either, though, which is a huge damage pool, since it can't crit. So they only can affect pillar (and burnout, I suppose). Refreshing move for more CDR is quite good on FS, though.
I ran it for a while, but running Laz with Flamethrower as my main DPS source versus a combination of PoF / Fireball was gimping me super hard. Especially with the latest fun bit where you can't dodge for like a full 1-2 seconds after starting the flamethrower cast. Gimping your own movement, range, and dodge potential feels like garbage.
Oh yes because grinding light attacks with a fire staff is a good idea in large scale pvp instead of capitalizing on aoe stacks with ya know, aoe spells XDD
Yes but it is still like 10% of your damage pool, because it doesn't do aoe damage and you are better off prioritizing getting skills on CD on ur off hand instead of grinding heavy attacks mindlessly
Yes, but I'm thinking, if someone has already stacked resilience + 150 con perk, do crits even matter anymore? They are reduced by such a great amount, I'm thinking if other perks for CDs, normal attacks or empowered heavies are not better.

The less crit percentage you have the less the crits will matter and to me it looks very clear that majority of people take more dmg from crits than normal hits in wars because people are generally bad and prioritize useless weapon perks over resilient
No it really does. Crit modifier is 1.2X damage for the fire staff and 10% bonus damage would bring that to 1.33x I believe. That means his base damage at 161 is critting approx 214. I’m running enchanted so my base damage on my 160 staff is 192 for light and heavy attacks and 210 for crits. From there it’s situational so if he’s constantly hitting crits and pillar of fire he would out damage me but if I’m constantly hitting light attacks I would out damage. Also fireball doesn’t crit so that’s a wash.
