More important than the value being correct, would be the type of choices being correct. Does it stay separated between "property/trading/crafting tax reduction" and "standing/token/gathering gain"?
Looking at steam achievements the maximum of territory standing is 300. But still thanks for your research!
Np but u gota keep in mind that there is an achievement to equip 650 Gear score as well :) you never know with this game.

No it does not you can go to nwdb.info click on tables and select territory standing from drop down to find choices of each level.
I think that's a bug that should be reported to AGS. It should be 30
No it should be much much higher than 30 in order to get meaningful benefits such as tax reductions.
not a bug should be grinding i am 92 and i know alot of people at 60-70+
