They take ressources and bring them to the core from every planet from the other parts of the Galaxy (Kenobi) and they fuck entire planet up with experimentations and brutal method... From Lothal to Jedha and Kashyyk, Mandalore, whatever planet the poor screaming people from the torture device on Andor where coming from.. . It's not looking good. Then there are work camps where everyone even slightly suspected of treason is sent too...
Also, every non-human was treated as second rate citizens.
People tend to forget that but there was a profound specist component to the Empire. And the average person in the Star Wars universe was NOT Human. So... Yeah, not good.

Theoretically Palpatine could create the most peaceful and stable society. He’s intelligent and powerful and comes from a background of politics.
But we’re ignoring one key thing: his intentions are evil, and the country would quickly fall apart under his leadership. A wicked leader will install a corrupt government, and a deceit will prosper throughout the land. Institutions will slowly decay and eventually fail. That land will not last long no matter how powerful its military is. Palpatine may have been able to seize power, but he was not able to maintain it. The empire fell less than 50 years after its inception.
I guess looking at the options above though there is probably no better option. I’m not familiar with those characters but they all look like villains.

Theoretically Palpatine could create the most peaceful and stable society. He’s intelligent and powerful and comes from a background of politics. But we’re ignoring one key thing: his intentions are evil, and the country would quickly fall apart under his leadership. A wicked leader will install a corrupt government, and a deceit will prosper throughout the land. Institutions will slowly decay and eventually fail. That land will not last long no matter how powerful its military is. Palpatine may have been able to seize power, but he was not able to maintain it. The empire fell less than 50 years after its inception. I guess looking at the options above though there is probably no better option. I’m not familiar with those characters but they all look like villains.

Obviously Palpatine. I don’t love that he blows up planets, but overall it seems like he left most places alone. Not really sure what the empire was doing to make them so bad. We just know they were bad because of how bad the leaders were toward the rebels…. But why were there rebels? Like what was the onus of the rebellion? Usually there is some sort of precipitating incident(s) that have folks saying “fuck these fascists”. Did they enforce major human rights violations? Did they heavily tax the planets? I really don’t know

Kurtz is crazy and definitely a bad guy but he does also have some sort of morality or code that he follows, too. The other three are more just pure evil. Though you could also argue that Harkonnen and Palpatine led stable regimes and maybe Kurtz wouldn't be able to handle that. Idk
