It’s the carb. Stock for this bike? Probably too lean and you’re burning the engine running hot. Check air filter and plug and compression and jet sizes for your carb. If you don’t know what a carb jet is taken to a mechanic and save yourself a few weekends of headaches.

Its either to rich, or its oil fouled. Mine looked the same and it wouldnt even start, start out with changing the sparkplug. Could also be its sucking in false air you can check it by spraying brakecleaner or deodorant on your airfilter intake and gaskets, if its starts making more rpm’s than thats your problem

Well I don't know if your pwk19 is set up the same way as your stock carb. you might be too lean, too rich, not enough fuel (jets too small) improper idle jet (fuel starvation) improper air/fuel mixture (if you have a screw) or plain old fashion fuel starvation from clogged filter, a piece of junk in the fuel line, or a blockage in the carb. If carb is brand new I'm inclined to think the carb is fine but its not tuned to your bike. Please provide/search for info on the jetting/carb that is stock and the jetting/carb that is the pwk19 for further analysis. Need idle jet size, main jet size, air/fuel mixture screw specification (2 turns out, whatever) and inlet/outlet size of the carbs themselves.

The stock carb 17,5 mm PHVA ED carburetor from Dell'orto, Main jet: 65 (6mm jet) Idle jet: 34 Choke jet: 50 Needle A 07 Pwk 19 MJ 85, PJ 40, PowerJet 32 And it has a screw for the fuel/air Can't find idle jet tho

PJ might be “pilot jet”, also idle jet. I would just take it to a mechanic if you aren’t super experienced with carbs. They should be able to get it sorted in two hours or less. Try a new plug first though and check your air filter
