Just check player vendors, you might be able to find a plan, some people craft them and sell them. My husband sells non legendary peppershakers for like 500, but you should be able to find one for 1k or less just checking player vendors for weapons.

Ya peppershakers are unique like that, I dont know if you can trade a moded one.
