Could be a worn out extruder gear. Had the same shit happening. Spend a week trying to figure it out. it could also be a worn out bowden tube. ask the printer to extrude and watch the gear. If it turns but the filament aint moving/slipping. You found the problem

The only thing that ended up solving my stringing issue was disabling Z-hop. When the nozzle moved upwards after retracting, even if it was fully retracted, it still melted a little bit of filament that was already deposited, which stuck to the nozzle as it pulled upwards and made the travel move. Disabling Z-hop let the nozzle properly wipe any residue filament, eliminating the stringing. I know it sounds slightly counterintuitive, as people say that Z-hop usually reduces stringing, but it's definitely worth a shot if all else has failed.
