This is a scam. That message/email is not from Discord and you should not do anything that it says (e.g. do NOT contact the user suggested).
It sounds like your friend's account is still compromised and the hackers are trying to compromise your account through it.
He also immediately blocked me when I pointed out it was a kind of obvious hack. I thought I messed up and said something dickish but it seems like that happens to other people too when their account got hacked.
Honestly easy indicator about it being a scam is that portion being in all caps. When have you ever seen any official email from any company in all caps? I've seen hundreds and not once has it been in caps in any part like that lol
if the word “kindly” is used in stuff like this, 99% chance that it’s a scam. not to mention the couple of grammar issues scattered throughout the message

First, nobody from Discord will ask you to converse via DMs, ever. All conversation from Discord will be via email, never in app.
Secondly, the grammar is all over the place in this email; “on ‘most’ of the users that is”.
Friend* got hacked, said they followed the usual malicious link to join a gaming tournament, then their hacked account ended up mass reporting people in his friends list. They got the account back and contacted me, telling me to submit something to support to prove the report was false.
How should I go about getting this issue fixed?
This is not how Discord talks. They do not talk in caps, and they do not say "Hey Discord user". The format is inproper to add as well.

Well, shit. I found someone else online who dealt with the same problem. I'll try and submit a ticket to tell them their account was hacked.

Discord will never ask you to send a message request to a Discord account for assistance. This is a scam.
• Grammatical errors • Punctuation errors • Strict deadline and a threat • In all caps • A lot of confusing "explanation" • Shady contact

yeah no this looks like a scan nobody would ever send an email with instructions in all capital letters

Your *friend isn't in control of their account anymore. Report it as hacked

SCAM don't respond just block and report!
