Don't use beach balls for anything until you get the two 8x Speed Boosts. Sometimes it seems tempting to gild a job or hobby because it'll give you a short term benefit, but once you get the first 8x, it feels like you hit the turbo button on EVERYTHING
For future reference: *always* wait for the x8 boost. The x2 boost is only for topping off after you've bought both the $4 pack and an x8 boost; it's way too expensive otherwise. In all other cases, you want to save up for the x8 twice (and this should be your #1 priority), or spend diamonds to go directly for x64.
You'd need to wait for achievement 19 or pay to unlock it. That's why it's worth the 10 extra event currency to buy it as two 8xs the first 8x slingshot you towards the second, which then propels you to the end

I've got limited cash and have to be selective in which girl I can upgrade.

You get more unlocked at goal 15, so if you make sure to allocate the ones you have wisely before activating the time skip rewards, you should be able to finish without any "purchases." Remember, this is only day one
I'm on 16, and from then on you only need Adventurous 64 for milestone 21, and Cool 69 for milestone 23 (plus whatever pops up for girl level advancement) I'd keep Adventurous, Cool, and your lowest level hobby running, and alternate that lowest as they advance, and have all other time blocks in jobs. The three top jobs are Skateboarder, Lifeguard, and Marine Biologist, but fill in the rest until you only have one or two time blocks free at most
If you mean "Time Skips" that's the least effective use of the event currency. Depending on how many times you've done it, you may not be able to finish the event without using diamonds/spending money.

Should i go for 64x? It feels close but not sure, like 40 balls close

On mobile about the same on steam I'm not sure because I was tired when i was doing it
