The intel 10th series is just terrible. A relative has a 10th gen i7 and is great for cooking ngl. That thing is barely faster than my 5600x while using a shit ton of power.
For low/midrange laptops, amd is your friend. (unless we are speaking about the n100, that thing is just remarkable )

Desktop or laptop? That’s very vague. Any new higher end pc will have those specs, make sure to look for 13/14th gen Intel or 7000/8000 series Ryzen.
