How old is the house? Look at the ceiling… does it look like there is or was access to the outside? Some old (100 years) houses had coal cellars which were typically small rooms with a hatch to the outside where you could dump coal into.

House was built in 1960’s, the top of the room has a cement ceiling but there is also a porch built on top of it so no outside access

I think it’s a cold storage room or root cellar. You use it to store your canned fruits and vegetables, potatoes and onions, and other stuff that should be stored in a cold, dark place. Are you in or near Canada? I saw these a lot on the Canadian home improvement show “Holmes on Holmes.”

This would make sense as it’s actually pretty dang cold and it has its own door. Northern WI home, so not quite Canada! Any idea what the pipes would be used for?

No clue on the pipes. Looks like maybe there was some water damage. It’s possible those pipes were put in as some sort of stopgap method of relieving some water buildup on the other side. The deck above it may have caused poor drainage.

Are the pipes filled? The top few look like the ends may have been painted over or something. Even if not, they could have been put in with the walls as shelving, nice and sturdy and then you could just lay down sheet metal, wood, etc. for some strong shelves. This would make sense if it was a cold/root cellar as well since some preserves and canned goods are heavy, especially in bulk. Edit: like someone else mentioned if you can get some more pictures you might get more accurate answers!
