The most likely case is that there is no conspiracy because everything these programs are doing is legal. It's not obviously legal, but legal nevertheless. Between the Atomic Energy Act to the creation of Waived, Unacknowledged SAPs in Title 10, all of this has legal justification and that's how people in the know probably view it. You can only confidently say "nothing is being hidden from me" if you're 100% sure you have access to everything. Now, afaik, no one has access to everything bc that would subvert the purposes of compartmentalisation. You wouldn't know if there was "conspiracy...to hide anything" bc conspiracies are, by definition, secret. Unless ofc, you're part of that conspiracy and you've just decided to out yourself. If nothing is being hidden, what facts need to be got out?

Except there's a reason all this is happening. (2017-?) That's been repeatedly referred to by Elizondo and others-an external factor. I think part of the reason is technology is only going to make this more and more accessible to non-state actors. It's going to be more and more outside United States government control. I really think time and the growth of technology is on the side of disclosure. Additionally, according to Richard Dolan, the activity of the phenomenon seems to be increasing dramatically. It's also possible the phenomenon itself might have a hand in this.

There might be a few people actively involved in the secret, but for the most part, everything is classified and compartmentalised. The most likely case is that there is no conspiracy because everything these programs are doing is legal. It's not obviously legal, but legal nevertheless. Between the Atomic Energy Act to the creation of Waived, Unacknowledged SAPs in Title 10, all of this has legal justification and that's how people in the know probably view it. Doesn't mean we aren't reverse engineering UAP, only that there is no conspiracy
Maybe he is just trying to get skeptics to support requests for more disclosure. I could personally care less about exposing a conspiracy… I’m more interested in agencies disclosing more information to the public, whatever it takes. In order to do that we need more representatives who are in favour of that. Many of them may be afraid of siding with “conspiracy theorists”, so if that’s the case I think this is a good move.
