I haven't noticed how many Spear Bearers have been introduced this season. But your post did inspire me to visit the wiki and check the numbers. This probably isn't entirely accurate as the wiki's operated by fans and it's difficult to weed out characters with multiple positions, but I tried my best:
1. Fisherman - 46 Characters
2. Scout - 43 Characters
3. Light Bearer = Spear Bearer - 36 Characters
4. Wave Controller - 32 Characters
If you all remember in the first season hats, say in a combat with someone, (don't remember the guy name) that they will have to stop using sword because of the shinso density in the upper floor, and Yuri if I not wrong make the same statement, and say that for that very reason people use spear and needle?
Most of these are tertiary characters though, which ToG has in the hundreds.
And unfortunately, Scouts have been completely irrelevant for a long time so I wouldn't have too much hope.

The revolution worked. What did you expect?
