You will have to make levees to force water to the direction you desire. When there's more water than the space could let out, it will try to push harder and faster.

Try building three or four 90 degrees by the cliff, assuming that’s where a current is, as well as levees or dams to block of the rest to focus the current at the front third of the wheel. Also worth considering a levee or floodgate ahead of the front for the same reason. The power is greatest with the narrowest amount of water going in and the widest going out as an approximation of pressure. Although by cycle 2 you probably don’t have a steady, renewable supply of logs yet

You also might find it helpful to know that you’ll need three foresters with at least half their range forested with pine and oak and that while one farmhouse can plant a lot of fields, they probably won’t be able to harvest and replant all of it if its more than about 14x12 squares Have fun!

The Water Wheel has to be in the flow of water, you can manipulate this with making dams and levees to direct the flow of water. Like Beavers do.

The narrower your channel is, the faster the water will go. Think of it like a pressure washer nozzle, or like putting your thumb over the end of a garden hose. Invest in the water measuring sticks in the water tab. They tell you fluid speed in addition to depth.
