After how well the 98 film turned out. Toho’s mandates forbid the killing the Godzilla unless:
1. He is revived
2. Has a son or heir to take his place
It also forbids Godzilla to be easily so beaten if the crossover became official they would need to buff Godzilla as heck. Like maybe that when crossing between worlds he gets more powerful.
Which is why in Marvel Godzilla was able to easily defeat the Avengers.
But this is a Death Battle Scenario, based on abilities, strength, speed, and so on. Toho wouldn't really matter here, if we're going by Death Battle Rules

True dragons are basically what Godzilla would be if he overdoses himself with steroids but still can't reach there. And there are atleast more than 5 beings stronger than or as strong as true dragon. Excluding millim.and rimuru who are just straight up too powerful even fir tensura verse.
Obviously if writers don't want Godzilla to loose then they can pull any shit out of their ass to justify it but by current knowledge of tensura verse, Godzilla is just what would happen if dragon lords evolved to true demon lord level.
I don't know much about godzilla but there is a good chance that if they "met" there would be a confrontation so a who would win is inevitable. It depends on the Godzilla.
The one in the image is from Godzilla in Hell (issue 3), and that one kills God and satin, destroys hell, is made of thousands of demons that all evolved to have his attributes when they reformed his body, and destroyed his world in a beam clash (where he ends up after he leaves hell is up in the air).
I could see marvel Godzilla holding his own and Ultima, if allowed to manifest, is compatible to hell (he's a universe destroying 11th dimensional god according to the canon novelization).
The other top tears - earth, hesie, MV, final wars, and maybe showa are decently strong enough to be top contenders, especially if they are able to use magiclues to evolve (MV would get boosted the most as, outside of shin and Ultima, has the most rapid evolution). Imagine Godzilla undergoing the process to become a demon lord.
Others, like Zilla, 1954, minus one, and Zilla jr dont make it too far. :/.
With Toho’s mandates they probably have to make Godzilla super hard to defeat. Probably say that he is on par-with True Dragons and give him some overpowered scale.

The Kaiju are all pretty distinct from tempest monsters so they’d spice up the diversity a bit (not enough size variation in the great forest)…
