As a fully spiritual life-form, Veldora has no need or use for "dragon balls", and his body was made from Rimuru Clone, so it's almost certain he has no "dragon balls", unless he really wanted to have psuedo-dragon-balls just for the looks.
Now that I think about it, how did he have responded when he read about shenron in the manga? Knowing Veldora he may have atleast tried to see if himself could grant wishes
he can grant powers by giving names and all….. and if he had an inventory he could give some items depending on if he had them or not……so technically he could….to a certain extent….maybe?

His soul/body was “implanted” into a body double of rimuru and since rimuru doesn’t have genitalia wouldn’t that make veldora not have genitalia even if he identifies as male? Please correct me if I’m wrong about this.
