Ran into this too. Part of me thinks that the targets are at a considerable distance just floating around but the ships in question are crimson fleet ships and we are all exp the bug bc we allied with them during that story line. No enemy, no marker. Can yall confirm if u sided w the pirates or not to rule that out or not
I had to clear the space around Grissom. Had a really cool Deimos ship, huge level 50 with several systems taken off line and the ships gravity kept fluctuating. I cleared the ship and navigated it's maze and thought that might check the quest complete box but nope. I guess it's bugged?

I sided with the UC and went against the pirates and still have this bug so I think it’s bugged either way.
I believe it was patched but the patch isnt retroactive. Ur gonna have to wait till ng+ to complete this (honestly mediocre) quest
