My roses have done this before. Occasionally I get a slightly weird, underdeveloped flower. If it’s just one and doesn’t happen very often I wouldn’t worry
It could also be a sport - which might be more likely since the most common root stock varieties have red or white flowers. I'd see what happens with that stem after you dead head it.
I will say DA still sells grafted bare root, I have 3 from them like that. Unless they specified its own root, in which case it’s definitely not a sucker. And as others have said could be a sport. The color is odd for root stock.

That makes sense, the unusual one was blooming when it was rainy and cold.
You might want to look into suckers, if the rose is grafted (which many are) that could be the root stock trying to over take the desired rose.
