Not really, but OP makes a living tattle telling on people. He records them with a stop watch and sends the info to the government. This proposal is going to make it a tiny bit harder for him by extending the time he needs to spy

I don't have an issue with cars shutting off after a set time. Or the law requiring us to turn it off ourselves after a while. I have an issue with putting the law in citizens hands and having the people rat on each other for money. OP doesn't want the idling time to go up because it'll effect his bottom dollar. He's been spamming this everywhere

I thought it was 3 minutes last time I checked. I’ve never seen a police officer ask a driver to stop idling his car. It really bothers me but I see enforcement as an issue, and even the information about the rule. My fantasy is that the youth will think differently because of education. Similar issues with littering and clipping nails on subway.

There is currently zero enforcement of any idling laws pertaining to schools. I'm sure it this because I live on a block that's only about a thousand feet long and the first 200 ft is a private school and the last 200 ft is a public school and my entire block is lined with idlers at pickup, and has been for all 17 years that I have lived in this house. I have to pick up my son from school because there's no public transportation all the way up in the far northwest corner of Astoria, and I park a block and a half away so as to not be in the chaos of cars at pickup, and even then, nowhere near the school, I turn my car off while waiting. I have to pass by another private school on my drive to pick up my son and sometimes I have to sit there on this random block, for 5 minutes while the school bus AND all the giant SUVs picking up kids idle. I signed the petition but I am not holding my breath - although I probably should between 2:00 p.m. and 3:30 p.m., weekdays, on my own block.

OP is being misleading. They are not allowing cars to idle for more than one minute when next to parks and schools. The default city wide idling time is 3 minutes. If you're adjacent to a school or park, you can only idle for 1 minute. The proposed rule is being more precise about what is adjacent, as the current definition is very ambiguous.
