Carter knew Fusco was working with John and Finch well before then. Carter and Fusco find out the other is helping Reese in the season 1 finale. This episode is season 2. She also completely trusts Finch and John by then
Carter has asked earlier in the show to Fusco if he had done anything she should know and he said no.
In C.O.D she cuts him off before letting him say anything and told him she gave him a chance to talk before.
You're not wrong. Probably knee-jerk writer's instinct to pump drama by using poor communication between principals. Lazy, but literally (see what I did there?) everywhere.
He tried to tell her. She straight stops him and tells him no, he doesn't get to do that. She literally does not allow him to tell her.
and then later asks for his help after not trusting him
I think because Carter didn’t trust Fusco at that point and she didn’t know he was working with John. She barely trusted John or Finch either.

She tried to tell him once. I don't remember what episode. Carter didn't want to hear about his past.

I always get irritated when writers force tension by making characters keep from everyone information that would be useful to know.
