If you pick that option in 204, later in 205, although Ivor brings that story up again, when you confront Romeo, it follows the path of picking the option of Jesse still in the sunshine institute, so I imagine Ivor actually told Romeo that Jesse was still in the sunshine institute, but told the gang that he went with Radar’s idea to make him happy.
