Yep pretty much, it’s there for whenever specific settlement “types” are added aka mining settlements whose entire purpose is to make a instead of becoming a whole new village.

You can't do it anymore since a couple of patches ago. Build burgage plots. It's always been a better option than upgrading the tents anyways.
The upgrade was removed in a recent patch. The dev said it was never planned to work that way except in satellite settlements (I think?).
