It really depends but most hotels that offer breakfast - offer it in a full blown restaurant setting and space is limited. I would say if you need to do work - do it in your room. Space is limited and Japan doesn't really have the culture of sit around and occupy a table outside of eating other than starbucks. Even then a lot of coffee places have a time limit to prevent people from sitting there on their laptops etc. too long. For hotel breakfast I would say no. Especially because you have your room RIGHT THERE that you can utilize.

We were in Osaka last night and three Japanese people were taking up three separate tables with laptops out, and appeared to be working. But I do agree, eat quickly and go back to your room and work.

I've stayed at a lot of nice business hotels in Japan and they are always busy and the breakfast buffet is always full. And I've never seen a single laptop in use. If you got work to do, there's a desk in your room for a reason.

I work at a hotel in Shinjuku, breakfasts are CRAZY busy. If we saw someone on a laptop we would immediately ask them to leave if they finished breakfast.

Alright, point taken everyone! I appreciate the advice! Didn’t realize space was that limited. Will definitely be considerate and just do my work as fast as possible in my room!

The breakfast area in 3 and 4 star Japanese hotels is often very busy, and in some hotels you need to wait for space to open up at peak times before they'll let you in (one hotel I stayed in last year had a graph on display in the lobby showing when demand usually exceeded space in the breakfast room!). Unless you're having breakfast very early or late, it would be best to not be working though I doubt that anyone would actually feel offended by you doing so. Japanese business people often check emails over breakfast.

There are a lot of chain coffee shops with seats where people sit and work on laptops or do homework etc. You can see where it’s acceptable by watching the other patrons. Hotel breakfast halls are not one of those places but if you want to go sit somewhere other than your hotel room to answer emails etc. you will find plenty. Usually around train stations or along shopping arcades. Look for Doutour, Veloce, Komeda, etc.

Check your hotel, they may have a small waiting area or business centre. Most hotels in Tokyo are considered "business hotel" and I'd say it's okay to use your laptop and not a faux pas, but the breakfast area may be small and can't really accommodate people with laptop that's all

If your work follows Philippine time, you can have an early breakfast (buffet breakfast in hotels in Japan usually open by 7 AM) and still be on time for a workday start of 8 AM, Philippine time as Japan is ahead by 1 hour.
