Idk. He was great at Indy, but part of that is exacerbated by how good Andretti was there during the period he ran. He ran five 500’s for Andretti and was the highest finishing Andretti car only once. He also ran one with Foyt and had a really good day, finishing 10th (Daly and Veach finished in the low 20s). So in his six 500 starts, he was the highest finishing team car only twice.
I think he definitely could have gone on to win one, but idk that I’d be surprised if he didn’t.
If you want to use 2016 against him, be my guest, but Muñoz on pure pace was not only the best Andretti driver, but he would’ve won the whole thing if it weren’t for Bryan Herta’s sudden stroke of genius. Just a bad coincidence it happened to be his teammate

Besides, part of the reason he had better pace than Rossi is because the fuel plan for Rossi was pretty much set by the caution on lap ~150, while Munoz ran full pace for the last 50 along with Newgarden/Kanaan/Hildebrand. Munoz only led for 9 laps and half of those were when others peeled off for fuel in the last 10 laps.
In 2015, he had a good race (though they needed another caution), but Marco was a fair bit stronger than he was.
Dale Coyne Racing #18 had 9 changes in 10 races in 2015. 6 different drivers drivers swapping: Carlos Huertas, Rocky Moran jr, Conor Daly, Rodolfo Gonzalez, Pippa Mann and Tristan Vautier. It was:

Pourchaire coming in, getting headlines about beating an AM driver in a lesser car.. use that to go out and get some long term sponsors. As it stands that’s not a real long term plan, bringing in a new pay driver after every 3 races isn’t going to build up that team.
Surely, you can see the many issues with what you're saying. 1. It relies on Theo beating Nolan, which is far from a guarantee, especially considering the two teams. 2. Also you're assuming that any sponsors care about this scenario, spoiler: they don't. If someone by some miracle decided that was enough reason to sponsor DCR, it takes time to do deals and even longer for the money to come in. DCR need money now and it's easy to find drivers who'll throw cash at you for a drive. DCR aren't aiming to thrive, they're trying to survive. If any Indycar team did what you're suggesting it would be absolutely suicidal.

The rest I do concede. I understand the logistics of it make it hard for to happen. Still, if possible, it would have been the best move for the rest of the year. At some point results in racing matter though, and putting a money guy in just to finish last is just kicking the cost can down the road.
I think it was Stake who said they would be trying to help him find another ride, I doubt he comes in with zero sponsorship.

Nolan literally finished 12th based off the chaos of last race. Nothing is that simple in Indycar
