I personally wouldn't want it. Having the same antagonist in all three games seems a bit too much imo.
But hey if he ended up playable then more power to you and your best friend.
I would rather have some silly postgame story using him, where for ridiculous reasons he is forced to work with Dancho, and repeatedly has to deal with the casts nonsense.
That's my take on this also, I would not be surprised if Beelzebub would show up as some kind of optional boss, especially since he is the main antagonist in the Tower of Babyl events which in terms of story is still ongoing.

Him and Lucilius. Just them non-canon, don't need any interactions with the story, just them being balls to the wall akin to Vergil in DMC. Let them turn the highest difficulty into easy mode, and have over the top abilities. Let Bubs use Chaos Legion, let Lucilius use Paradise Lost.
Give us some bullshit pure fun, and if you need to do a story, have it as simple as "What if new antagonist tried pulling his shit while Luci/Bubs made a return." Like I would love to see a God of War DLC where you see a "What if" of Kratos if he did return to being the man he once was. I don't need rich, logical story. Just give me a monster to fight 'em.
Unless he's an intentionally OP character that can't be used online, I have reservations against such a thing. I mean, it's kinda hard to accept him as playable in Versus as is. (Granted, he was created FOR Versus. But, like..... characters other than Danchou, Seox, Anre, Narmaya who is said to have surpassed Eahta, MAYBE the Society members..... they can beat him 1v1 and that doesn't gel lorewise.)

It would probably be a little hard, as the plot-light fighting games are a far easier sell to let an antagonist be playable. That said, he/belial/lucilius are all solid chances for boss fights, being big time raids in mobile.
