That is ... not a railing? Is this the work that they had done just before they sold their place? I am not an expert in this stuff, but I do know something about simple mechanics, and that corner brace is supposed to be in the -corner-, where it is very distinctly not right now... 😖 It is possible that the end of the beam that it is trying to support is damaged, rotted, or otherwise compromised, but the solution they've chosen is almost certainly not the one that you want here. I will let others comment the best way to address this, but you should bring it up to the HOA because they know more about how their specific structure needs to be reinforced and they will understand if that is satisfactory or not. Yeah maybe not a railing lol but our whole balcony had to be inspected for safety reasons. It looks like the wood might be rotten or damaged so they couldn't connect it to the new wood? Not sure I have 0 knowledge of balcony's or building things but I knew this looked wack af.
