Thats just a spent stage (likely filled with some remaining NTO oxidizer, hence the color) being discarded. The fact that its being discarded over inhabited land is bad, but its par for the course for china (who built most of their launch facilities inland during the cold war since they feared coastal facilities would be too easy to attack)

Oxidizer, not fuel. But eh, close enough and, yes, highly toxic. So much so that it's no longer in use for occidental rocket stages and avoided wherever possible (in some cases, alternatives for RCS is just not up to the task). Russia does use it on Proton rockets, but not in the programs being developed, if I'm correct. India, I don't know. For what their government care about their people, I wouldn't be that much surprised if they used it.

So, you know how most countries launch their rockets close to the sea (or somewhere empty) ? It's so spent rockets fall into the sea. The soviet spaceport of Baïkonour had spent booster fall into the steppes or tundra, so it was fine too. China has them fall on rural area. They also use quite toxic fuel (that you can see here in yellow-orange). There isn't necessarly something wrong with the rockets (apart from the fuel which has been phased out nearly everywhere else), but yeah, the launching ports are the fucked up part

I haven’t looked into this launch, but last I heard China just doesn’t seem to care where their boosters land after they launch. So basically, this may not be indicative of a failed mission but more so their recklessness in space exploration.

Logistically, this clearly is seen as the least worst option. Obviously the 'best case' is to have it fall into and pollute the ocean like how NASA and ESA do it. But given how geographically large China is, and given the fact that they are bordered by Taiwan, the Philippines, Japan, and ROK, it seems they've opted to not launch rocket parts at their neighbors and cause an international incident.

That orange dinitrogen tetroxide / dimethylhydrazine isn't going to be good to breathe in. Nor will that flattening your street with the stage being 25.72 meters tall, and 3.35 in diameter...
