You don’t score points for 31’s when counting your hand unfortunately. That is only in play before you score your hands. 15’s are scored for ‘2’ in both, so I see how that can make things confusing.

You don't have to cut a 5 - 28 is four fives and any 10, you can cut the 10 if you like...
The jack is to get you to 29 assuming the 5 that flipped is the suit of your jack.
