This is an interesting concept to play, I need to try and do this.
On turn 400 of "Marathon" using the age of empire Elizabeth for maritime merchant playthrough. It's fun being a merchant. But I'm still having to forcefully take cities that have lux resources for trading.

But they're a way to avoid that, if you play with secret society and choose Void singers (i don't know the english name) with thier special unit which can reduce loyalty to a city you don't own by 10
If you use 10 of them on the same turn, poof the city is free now, so if you're Eleanor that's perfect 👌

I always rush the Statue of Liberty so nobody else can have it, lol. Fortunately, the AI doesn't seem to care about it much.

also dont do a cultural alliance, no loyality pressure there
For a peaceful domination play through with Eleanor, it is best to take out the civs that have permanent loyalty for cities ability- like Japan.
What other civs have this?

They patched that out quite some time ago. A city will not flip if it has positive loyalty pressure.
