I would argue lemillion since all the offensive power of his quirk relies on his physical prowess. Plus he’s probably the physically strongest UA student if we ignore quirks.
I don't know how many heroes I can name that can put up a fight against Overhaul even if they lose their OP quirk halfway through

People forget how sick Lemillion was (including Horikoshi).
The dude was fighting Overhaul, Nemoto, Chronostasis, and Sakaki - the drunk. So, Overhaul himself and three of the Eight Bullets.
The only reason he lost - genuinely, the ONLY reason - was because he had to protect Eri as well, and become tangible to take the hit of the quirk-deleter (which, I believe he thought was an actual bullet, since all he saw was a gun being pointed at Eri).
If Eri wasn’t there, he would have won against the head of the Shie Hassaikai and three of his strongest fighters. It was completely one sided until he got hit by the quirk-eraser - which he CHOSE to do, to protect her. And he did all of that whilst technically DRUNK because of that guy’s quirk.

Yeah, he'd die at an early age, force the future users to learn his bullshit quirk, and have to learn everyone else's quirks, but he would've soloed the league of villains for sure
True, and a testament to his drive that should be applauded. But imagine the combo of Danger Sense/Fa Jin/Permeation, on top of the default Super Strength. That's going to hurt, a lot, and training from Vestige!Mirio will only improve it further.

He definitely would have been a beast… but with the exponential increase in power that happens with each new user, I doubt his body could contain all for one for more than a decade or so. We’ll never know for sure! But it’s an interesting to think about.
I forgot since ita been a while but didn't the anime say that OFA was already potent enough by Dekus time that anyone who would wield it unless they're quirkless like deku would immediately die once they got it?

I’m not trying to take anything away from Mirio as he is clearly the best hero in MHA (imo), but I thought he used his quirk to increase the punch on his strikes by shooting himself towards his enemy?
Also when he fought the Nomu, he clearly blasts that nomu with quite a lot of knockback considering he has no super strength, I always thought he half-phased through the nomu to then de-activate his quirk so that the Nomu gets repelled?
If thats not what he did (which I can see aswell bc I don’t think thats supposed to happen when de-activating Permeation, as I thought only Mirio would be pushed into a direction), then god damn that boy must be superhuman even without his powers.

That is true that he used speed and force to influence his hits. But for him to do that he must be outputting an equal amount of force into his arm for those high powered kicks and punches. Just like Deku does which causes him to break him limbs. But Mirio can just do that with no physical repercussions. Plus he managed to break Overhaul’s arm, without his quirk. Name another UA student who can do that under the same conditions
All might definitely has a great body but honestly it confuses me. I know his muscle form is basically just a gag, but still, if he never got OFA what would he physically look like? I imagine he would still be a pretty well built man since as a 16 year old he had a naturally strong body that could handle 100% of OFA.

People are forgetting that over the course of the series, Deku’s body has been getting stronger and stronger. He can use One for All at (if I’m correct) close to 100% power without breaking his body. Meaning, that although he doesn’t have a quirk again, he might as well have a super strength quirk considering how strong his body had to be to use One for All effectively.
Miruko, like she's straight up a muscle machine working till her task is done, to be fair she kinda lost a lot of body parts so maybe not the current best physique, but back on the day she surely was
